Permissions
Two sides: what Naeris itself needs to do its job, and what your members need to use each command.
What Naeris needs
The invite link asks for Administrator. It's the simplest choice: every module works, and you never have to come back here. If you'd rather give only what's used, uncheck Administrator in the invite and give these instead.
Every module needs the basics, in the channels where Naeris works: View Channels, Send Messages, Embed Links, Attach Files, Read Message History, Add Reactions and Use External Emojis. On top of that:

The role hierarchy
Discord adds one rule on top of permissions: a bot can only act on what is below its own highest role. Naeris can't give a role placed above its own, and can't time out, kick or ban someone whose highest role is above it. That's true even with Administrator.
So in Server Settings › Roles, put the Naeris role:
- above every role it hands out: reaction roles, level rewards, role on join, shop roles, captcha role;
- above the members it moderates;
- below your admins, so it can never be used against them.
The dashboard's overview warns you when Naeris can't manage roles at all.
Channel permissions
Channel overrides can take away what the server gives. If Naeris works everywhere except in one channel, check that channel's permissions for the Naeris role (or for @everyone, if the override is there).
What members need
Members use most commands without any permission. Settings and moderation commands ask for the permission that matches them, the same one Discord would ask for:

The other 51 commands need no permission.
Server admins can change who sees which command in Server Settings › Integrations › Naeris: Discord lets you hide a command from roles or channels, or allow it to roles that don't have the permission.
Ready-made sanctions are the exception on Naeris's side: the roles you list can apply them without the matching Discord permission.
